Windows 10: Windows 10 stuck on restart

I do not know what is currently happening with my computer at home at the moment. I can work on it with out issue, but I noticed one evening while zooming that the CPU was loud. For whatever reason I didn't pay it much attention again and left the room/office. Upon coming into my office the next day, I found the CPU loud still. Apparently, it continued to run non-stop. After doing what I needed to do on the computer still able to work without any restrictions, I restarted the computer and left thinking that's all it needed and went to bed. When I came back to the office the next day, I found the computer still thinking saying "restarting". I hard booted the machine down and turned it back on, and it comes right up. I have checked windows update, I have virus protection and did a scan just in case but nothing, I have checked the device manager for hardware changes or to update the drivers, I scanned my the Windows System Files and everything came back fine, I have scanned my computer thru Dell with the SupportAssist and it comes back that everything is good. So what else can I do to solve my problem and get my computer back to 100% working order?

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

Windows 10 pro will not shutdown or restart. Gets stuck

I tried to shutdown and restart my pc but both times they STUCK! I left it for 15 minutes and still had to force shutdown
