Windows 10: Windows 10 UI not responding sometimes

i made a computer with parts of my old one (i only changed CG + HDD) i installed windows a first time but the interface was laggy not responding, sometimes i saw the click of my mouse working on buttons but nothing happened for a while before it does something, so i reinstalled windows but same problems maybe a bit less but it's annoying except that it works fine, i don't know why it's happenning

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

File Picker UI Host is not responding

File picker UI HOst is not responding error code

I use outlook and drop box and can't attach or upload a simple word file.

Any suggestions would be most appreciated.
