    So,

    My current Windows 10 build is 17134.1246, and I've never been able to update out of that version for quite some time, and it finally seems time to figure out what to do about it.

    As of now, after going through a serious amount of troubleshooting already, the update to 1903 hasn't worked.

    I've done every obvious fix (SFC check, DISM check, update off of a file / usb key with no internet, I've unplugged every unnecessary device, ran the troubleshooter, made it redownload the update / reset the update cache, restarted the services related to the update, etc).

    As of now, here's what happens when I update:
    everything goes smooth till 64% in. It then locks there indefinitely, and I need to cycle the power on my pc to get back into windows (which it does do, after reverting the changes). The error that windows gives me is 0xC1900101.
    The weird parts start now.
    After getting back into windows and checking the Windows.BT Panther\setuperr.log and setupact.log, the setuperr.log is beyond my comprehension, and the setupact.log is 20GB in size, and only gets larger the longer I leave my computer updating at 64%, as it repeats a section indefinitely until I stop the update.

    I've now done this a few times, and each time I've deleted the folder/file indicated in the looping section of the log, and then the next time I try to update, it indicates a new file. None seem to have been related to each other. Something else insane also started occurring after this. In the windows\recent folder, visible only to the program Everything Search (not visually in file explorer), there would be thousands of copies of a file that was inside the folder indicated by the loop during the update. Like, 30,000 copies of a file that I would delete using the UI in Everything Search, and would successfully delete in Windows, but not be visible in file explorer, all of which I found incredibly strange.

    It's worth noting that my entire user profile is a junction point as well. My user is on the D drive, junctioned to the C drive.

    Thats all the info I got. I would seriously like to not have to do a fresh install. Any ideas?
