Windows 10: Windows 10 update error 0x80070426

Hello, I tried windows update but it said "There were problems installing some updates, but we'll try again later."

Error code is 0x80070426, I trying to troubleshoot but some files blocking my troubleshoot.

Blocking aplication They blocking my troubleshoot. Please help.

And looks like this is virus. I cant instail anti-virus too.....

Fast Start on or off makes no difference.

Software Protection is set to Automatic Delayed. The status on the list of services does not show it running. The status on the properties showed it running, then not running. If that sounds strange, look at the status of the Security Center on both windows, it's showing both:
