Windows 10: Windows 10 Update Failure - Error 0x80070643

I cannot run windows update without it failing with error Error 0x80070643. This appears to also be blocking other installations (I tried to install Google Backup and Sync and got an installer error).


Things I've tried:
* Windows Update troubleshooter (https://support.microsoft.com/en-ca/help/10164/fix-windows-update-errors -> wu170509.diagcab) - doesn't work at all. When starting it "As Administrator" I get "A problem is preventing the troubleshooter from starting" - Error Code: 0x80070003
* Net Fx Repair tool - no luck
* Use the System File Checker (https://support.microsoft.com/en-us/help/929833/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system?wa=wsignin1.0) - there are no problems reported
* Reset the windows update components manually - https://support.microsoft.com/en-ca/help/971058/how-do-i-reset-windows-update-components

Any help would be appreciated. I would prefer not to have to nuke and pave my installation!

error 0x80070643 (update)

Hey

Try to apply the update manually As suggested by Microsoft. I just wrote a
step by step guide.

However be sure that the update itself is downloaded and that the installation part is failing, and not the downloading part.
