Windows 10: Windows 10 Updated Without Permission Over Metered Connection

Recently, my new laptop with Windows 10 began installing updates when powered on, despite the fact that I have changed the update options to not download over a metered connection which my connections are all listed as. These updates were not only unwanted, causing interference in my use of my personal programs, they should not have happened in the first place. Has there recently been a change in how Microsoft pushes updates over metered connections? And if so, why was I not informed of this change by my device?


I would prefer not to need to install a different OS, but if Microsoft is going to force updates to the point that they will ignore their own user settings, I will remove W10 from every device I own.

Windows 10 Creators Update Might Force Updates Even on Metered Connections

A wording change in the latest build of the upcoming Creators Update for Windows 10 has users on metered connections worried. In previous Microsoft Insider's builds of the Creators Update, the section of the license agreement pertaining to automatic updates said "updates will be downloaded and installed automatically, except over metered connections (where charges may apply)."

In this latest build, the wording has been changed to a more worrisome version implying updating may still happen for important updates: "We'll automatically download and install updates, except on metered connections (where charges may apply). In that case, we'll automatically download only those updates required to keep Windows running smoothly."





Obviously, this implies critical updates and such may still be pulled from a metered connection without prior user consent. Considering many "critical updates" from Microsoft today come in the form of "Patch Tuesday" rollups often nearing a gig, this could get expensive on a metered connection where users pay by the gigabyte or worse.

4. Change the owner of the DefaultMediaCost registry key in the left pane to be the Administrators group. (see screenshot below step 3)

5. Set permissions of the DefaultMediaCost registry key in the left pane to "Allow" the Administrators group "Full control". (see screenshot below step 3)

6. Change the owner of the DefaultMediaCost registry key in the left pane back to the default NT SERVICE\TrustedInstaller. (see screenshot below step 3)

• Press Windows + I key on the keyboard.
• Click on network tab.
• Under network select WiFi > Advanced options >
  Set as metered connection.
