Windows 10 updates KB4515384 and KB4517389 breaks network, makes windows desktop unusable

Those 2 updates broke wifi (pcie intel 8260) and ethernet (onboard realtek 8189) for me.

Also when manually updating from previous build Windows extremely slow to load (15 minutes to desktop), some services not loading, most programs do not open and those who open takes abnormal amount of time to open (2 minutes to open folder from explorer). only resolution is to uninstall the updates from safe mode which works.

Looking at device manager both drivers fail to load with error code 10, things i tried:

    1. Uninstalling the drivers and even manually installing from manufacturer site.
    2. Safe mode with networking.
    3. Reset BIOS to defaults.
    4. Changing pcie slot.
    5. Clean installation of latest windows 10 iso (V2, with KB4515384), tried 3 times.
    6. Clean installation of windows 10 1903 V1, then update to latest, tried 3 times.

So after all those steps it is clear that the 2 updates are the culprit but i haven't seen it being mentioned on the updates known issues, so i posted it here hoping it will be fixed.

    :)

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK

Microsoft to make Windows 10 updates mandatory

Well, at the moment at least, you can choose to defer upgrades. Under Settings > Windows Updates > Advanced options you need to check the box labeled "Defer upgrades". What does that do? Good question. The answer I've found might illuminate it to a degree.

I hear this only applies to Pro and Enterprise editions. But I can't verify that.
