Windows 10: Windows 10 Upgrade Failed - Error MOUPG CSetupManager::Execute295: Result = 0x8007001F

I am upgrading from Windows 7 to Windows 10. The process completes at 100%. It tells me the system will re-boot several times then pauses and fails saying "Windows upgrade has failed". Windows 7 upgrade to Windows 10...

The file named "C:\Windows\System32\wimgapi.dll" does exists in Windows 7, with the date of 07.13.2009.

On the other hand, it does not exist in Windows 10 USB drive. These are the file names starting with "wim" that are in Windows 10, with file dates:

The end of the same log file shows these errors, after 45 pages of other errors::

Searching for the "0x8007001F" error found a number of suggested remediation, such as disable A/V, run "sfc', clean up the drive, etc., that I've done already a number of times.

Frustrating and at this point a new system seems like less headache...

I'm trying to upgrade a Windows 10 Pro installation on my workstation from 19.09 to 20.04 using Windows10Upgrade9252.exe.

Installation seems to work fine for quite some time, but in the end repeatedly fails with error code 0x8007001F, and the following seems to be the "interesting" section from file

C:\$WINDOWS.~BT\Sources\Panther\setuperr.log

that shows where the error is originating.

Any idea about what might be going on here that stops me from upgrading?

I can't update to windows version 1703 because of error 0x8007001f

I can share mine.

Auto update every night failed since 6/18/2017. Same error code:
