    Windows 10 Upgrade From 1511 to 1803 or Higher Fails

    The laptop came with Windows XP Pro 32-bit OS. I bought Windows 10 Home OS key and did a clean install using 1511 (updated Apr 2016) ISO file and the install went through. Windows was able to download missing drivers from Windows Update service and everything installed after couple of reboots. One of the update in the list is for 1803 upgrade which continues to fail.


    I downloaded 1709 (updated September 2017), 1803 (updated September 2018) and 1809 (updated December 18) ISO files.


    I can do a clean install of 1709 ISO file but at the end, most of my hardware drivers are failing and the worst part is the "Realtek RTL8139 810x Family Fast Ethernet NIC" does not work so Windows cannot connect to the internet and download any missing drivers.


    Starting with 1803 and higher (1809), it seems some data storage drivers are removed because doing a clean install throws "irql not less or equal" error before the first screen is shown to ask for language for the install.


    It seems that newer versions of Windows 10 ISO files are missing drivers that were included in the older versions of Windows. Can someone tell me if there is a way to either download or export these windows drivers so that I can upgrade to the latest version of windows?


    I would like to know, how I can slipstream the storage driver into the latest 1809 Windows ISO file so that it can continue with the install? Please not that I'm not even getting to the point where windows ask for loading a storage driver. This is why I need to know how to slip a storage driver. My reason to suspect a storage driver is related to the fact that installing 1709 gives yellow bangs next to PCI Standard Dual Storage driver in Device Manager. 1709 is the last version I can install but it does not work as most of my hardware is not recognized even though Windows does get installed.


    I totally understand that I'm trying to work with an outdated hardware. Since 1511 worked, I was hoping future versions of Windows 10 will continue to work as well and now they don't and I need help.

    Hi Smittychat,

    Thank you looking into this thread and providing the above information. I know Toshiba is not officially supporting the upgrade but Windows 10 1511 (updated April 2016) was able to install itself properly and everything is working except the ATI Display
    driver. The display now has some reduced functionality which I can live with. The laptop is still working and usable.

    I just tried to run Windows 10 1809 (updated December 2018) ISO file as an upgrade (instead of a Clean Installing from the BIOS boot into the DVD (ISO) like I've tried in the past) and choose "Install Windows 10 and don't keep anything" where the upgrade
    downloaded patch files from the internet and when the system rebooted it crashed with "IRQL_NOT_LESS_OR_EQUAL" error and then the upgrade reverted itself back to into 1511 version. Once the system was booted, I was presented with the following
    error.

    0xC1900101 - 0x20017

    The installation failed in the SAFE_OS phase with an error during BOOT operation

    I also noticed that Windows 10 1709 version is detecting additional hardware not detected by 1511 version which is a duplicate of the hardware already detected and installed. This duplicate hardware has yellow bangs which is also causing some of the hardware
    which is only detected once to now install drivers or work properly.

    Does anyone here know how to fix Windows 10 hardware detection at least I will be able to upgrade to 1709 which still boots (goes past SAFE_OS phase)? I don't understand what has changed between 1511 and 1709 that Windows is not detecting the hardware list
    properly which is causing all the problem.

    Thank you for your response with the current status of the issue.

    If you not able to resolve the issues after trying the third method. Then I suggest you to try to updating to November update version 1511 through media creation tool.

    Refer to the section: Using the media creation tool.

    To upgrade to latest Windows 10 build 1511:

    • Run the media creation tool.
    • If you’re upgrading the device that you downloaded the tool on, select
      Upgrade this PC now
      .

      -or
    • Select the language, edition and architecture (64-bit or 32-bit) for Windows 10.
    • If you chose Upgrade this PC, follow the steps in the tool to finish the upgrade to Latest Windows 10 build version 1511.
