Windows 10: Windows 10 ver 20H2 barely usable after 20-12 Cumulative Update - DUI70.DLL corrupt

My laptop did an automatic update on 4th Jan. Windows10 20H2 kb4592438.

Since then, I get several errors from various programs saying that

"system32\DUI70.dll is either not designed to run on Windows or it contains an error"and they either exit or hang at that point.

File Explorer, Task Manager and other Windows apps do not run any longer, rendering my system almost unusable.

Worst of all, I cannot undo that last update, as I get the same error as above from SystemSettingsAdminFlows.exe when it runs!

I think the update may have experienced a bit of trouble while installing. So, as I can't undo the update, how can I:

Get a good copy of DUI70.DLL into the protected system32 directory, or
Trick Windows into redoing the update

Because of critical work pressure right now, I really can't afford to lose everything on this laptop, and time is of the essence right now!

Any advice would be greatly appreciated

Windows 10 Update

Well just noticed a pretty large one pop up coming in at 914MB, seems it makes some pretty serous updates.

DUI70.dll missing

After I have updated to windows 10. I can't open the following:

My documents
My computer
Recycle bin
Control panel
Task manager

I can't even open command prompt as admin. I get this message saying that DUI70.dll is missing try reinstalling this program to fix the problem. I can't even open the install or uninstall program tab. I don't what to do.

I realize the inconvenience you are facing. Let me help you in resolving the issue.

This issue may happen due to system file corruption. I suggest you to run System file checker. System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Kindly follow
the below given steps:

• 
  Press Windows key + X, select
  Command prompt (Admin) to bring up elevated Command prompt.
  
• 
  In Command prompt type
  sfc /scannow and press enter.
  
• 
  Restart the computer.
  
  If no corrupted system files were found in the previous state, then I suggest you to try the following steps:
  

• 
  Open command prompt by pressing
  Windows key + X and selecting “Command prompt admin”.
  
• 
  In command prompt, type the following commands and press Enter after each command:
  
  DISM.exe /Online /Cleanup-image /Scanhealth
  
  DISM.exe /Online /Cleanup-image /Restorehealth
  

• Close the command prompt and restart the PC and check if it works.
