Windows 10: Windows 10 Version 1803 for x64-based Systems (KB4100347)-Login Problem

After doing the Windows 10 Version 1803 for x64-based Systems (KB4100347) update I cannot login to my computer. The login screen will not appear. I have had to restore my computer twice and it was after this update.

Is

2018-07 Update for Windows 10 Version 1803 for x64-based Systems (KB4100347)

included in

2018-09 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4457128)?

 

Do I need KB4100347 for my processor?

My laptop has tried to do

2018-07 Update for Windows 10 Version 1803 for x64-based Systems (KB4100347)

and failed twice this month.( All the other windows/adobe updates have installed properly)

I have run the troubleshooter and it says everything is fine but when I check the update history there is no KB4100347 listed.

According to various sources on the internet this is supposed to be another security patch for intel processors to stop a vulnerability being exploited.

so I have 2 questions:

1. Will it keep trying to do this update? If so is it requiring another update first (I have not missed any cumulative updates since 1803 was installed)?

2. Is it a problem if my computer can't get this update? (it has an older N3060) perhaps only some cpu types need it?

Any helpful opinions/official guidance welcome
