Windows 10: Windows 10 Version 1903 upgrade to Version 2004 failure.

I am not able to successfully upgrade my PC to version 2004. Any suggestions would be much appreciated. Here is the log from SetupDiag:

Windows 10 Pro FPP version 2004 to 1903 downgrade?

Hi,

Can I downgrade the new Windows 10 Pro fpp version 2004 to 1903 directly?

Or do I have to downgrade from 2004 to 1909 and then to 1903?

Lastly, can I still buy a license Windows 10 Pro FPP version 1903?
