Windows 10: WIndows 10 Voice Recorder File Format

How do I get voice recorder to record as an MP3 file?

I just want to save these files as MP3s. I'm not converting anything, I just want my voice recordings to save as MP3s so they actually work with my other devices. MP4A is awful.

When I upgraded from Windows 7 to Windows 10, the Sound Recorder, which was saving my files in WMA format, was replaced with the Voice Recorder which saves files in MP4a format which takes up more space and makes it more challenging to send or upload files
to websites that only allow limited space. Is there a way I can save files on the Voice Recorder in a different format? Or is there a way I can re-install the old Sound Recorder and thus save my recordings in WMA format?

 

Voice Recorder Format

I recorded a file in Voice Recorder, but when I tried to upload it, the site I was uploading to said it had to be in WAV format. I can't tell what format the original file is in, and can't figure out how to change it. Two other pre-loaded apps don't work.
One doesn't show anything except a tiny, rectangular window, the other records in WMV format. How do I change the Voice Recorder file to the WAV format, so I can upload it?

 

Voice Recorder audio format

I want to record using Voice Recorder in Windows 10 and use it as a ringtone on my android phone. It records in m4a format an it looks like android wants mp3.

There's no clear indication at all as to how to save files from the Voice Recorder.

How can I change the format to mp3. I *really* do not want to use a 3rd party app
