Windows 10: Windows 10 won't insert symbols (Wingdings, etc.)

My Windows 10 will not allow me to insert symbols (as in "Wingdings"). And when I look in the Fonts folder in Windows, many of the fonts have "greyed out" the "Install" box. Can anyone help me get the use of my symbol fonts back?

If I write a text in PowerPoint and use normal font like calibri or tahoma then I insert a symbol to middle of text like arrow to right => and I use Wingdings font. PowerPoint show text and symbol properly in workstation but if open the same file in Windows
mobile phone, PowerPoint Mobile (ver.15) next word after symbol use also Wingdings font.

The ALT + 9733 results to ♣ symbol. There are star-shaped symbols in other fonts, such as wingdings, wingdings 2 but fonts are not specified in the alt (ascii/unicode)code itself. If you search the web using Bing or other search engines. You can find
a complete list ALT symbol codes.

If you're using an application like Microsoft Office, you can go to Insert > Symbols > Symbol > More Symbols.

INSERT SYMBOLS

A couple of days ago I asked how to get capital letters with accents (circumflex). I got a very prompt answer suggesting a couple of methods including changing the character code on the symbols submenu. This worked very well but I didn't note the original
character code which produces most of my commonly used symbols.

What is this code please and is there a list of alternate character codes together with what symbols they produce?
