Windows 10: Windows 10 won't let change fit of desktop background

I have one picture set as desktop background in JPG format and windows won't let me change the fit. I try stretch, tile, fit, fill and it doesn't move or change. I tried it with other wallpaper pictures and they change when I change the fit. But not this one. Anyone know how to fix this issue?

• Right click on the Desktop and select the
  Personalize.
• Select the Background from the left pane.
• Under Choose a fit click on the drop down. There you will get a list of options to resize the Desktop image.

• Open Settings.
• Select Personalization.
• Under Choose a fit, select either Fill or
  Fit, until your wallpaper adjusts to your liking.
