Windows 10: Windows 10 x64 Pro UIAutomationCore.DLL is corrupted

I am running into more than 6 games and clients as well as core features of windows spitting out the same error. goes something like this.... this program cannot run a require system file has been corrupted or is missing UIAutomationCore.dll.

I ran SFC /scannow it came up with the hash for the file located in the windows store as well as the core file in system32 folder failed the hash file check. when i ran sfc to scan the file alone it came up with the file has no integrity issues and passed. So my question is how do I apply a fix to this incredibly and mind you stupidly locked file since sfc and dism tools cannot unlock and repair it. the file cant even be copied from a windows install disc or usb to fix it under normal tech or advanced tech tools because microsoft locked it that well. I even think that utilizing windows update would even fail to fix the file.

Corrupt DLL files

I keep getting a message about corrupt dll files (MSVCP110.dll is just one) when I try to open several apps. I have tried a number of the suggestions from the message boards but nothing works. I have reinstalled the programs to no avail. Any suggestions?

Thanks but I don't want to do any decrypting. I want to download a Win 10 ISO from Microsoft and install it using my Win 8 key. No other steps required. Is that possible?
