Windows 10: Windows 11 High CPU Usage lag in games

Well, the long sought high cpu usage solution for me seems to be sending analytics data to microsoft for some reason.I'm yet to test it out over a period of time. But first game went with little to no lag.I turned on user analytic data hoping to nab hackers... despite my cp having high cp usage from the moment i bought it... anyway.. boom... dropped to like 20%...when running my game it still shows 100% . but the first game like I said went well with only instance of a skip

2) Establish a Clean Boot to see if that resolves it:

3) Run System File Checker/DISM in WIndows 11:

high cpu usage

After downloading windows 10, anytime I run any programs, I get high CPU usage. It does not matter whether it is google chrome, task manager, playing games, whatever. Anything seems to spike the CPU usage. I have already run malwarbytes and my antivirus
programs and find no viruses. Any suggestions? Thanks.
