Windows 10: Windows 11 Home Edition VPN Not Support?

Can't I use VPN on Windows 11 Home Edition? The L2TP connection attempt failed because the security layer found a processing error during the initial negotiation with the remote computer. I saw the phrase. I can't even connect the ligaments with the registry settings set.
