What's new in Windows 11 Insider Preview Build 22523

Uninstall Programs, Windows Updates from the Settings app

Microsoft is taking another step away from the Control Panel. When you click on the Programs and Features option in the legacy tool, it will now open the Settings app, more specifically this page, Settings > Apps > Installed Apps. Right-clicking on an item in the Start Menu and selecting Uninstall, opens the Installed Apps page.

This move also affects the option to Uninstall Updates in Control Panel, you can only do so from the Settings > Windows Update > Update History.

    Snap Groups

Snap Groups will be displayed Alt + Tab and Task View, similar to how they appear when you mouse over over the apps on the Taskbar. The command bar in File Explorer now displays options to add media server or to remove it, the option appears when you click the three dots in the bar.

Fixes in Windows 11 Build 22523

The battery icon's tooltip on the system tray will no longer display a percentage level above 100. App icons on the tray will not overlap the date and time display on secondary monitors. ARM64 computers should not become unresponsive after text input in the Start Menu, Search, etc.

The keyboard will not lose focus when pressing F2 to rename OneDrive files using File Explorer. The new Spotlight Collection that was introduced in the previous build, will display new images faster after the option has been enabled for the first time. The spotlight collection context menu now has icons next to the labels.

Voice Typing's invoking process has been improved. Links in the Widgets board should open correctly. The Add a Device Option in Bluetooth & Devices was crashing silently when trying to connect to a new Bluetooth device, this issue has been resolved. The Voice Access feature when you search for it in the Settings app.

A bug that was causing ARM64 PCs to crash after a memory management error was encountered, has been patched. Desktop Window Manager (DWM) should not crash or cause the screen to flash. Narrator will no longer lead to apps freezing. The accessibility feature has been improved to respond to notifications, live regions and text events.

Known issues in Windows 11 Build 22523

Users who are unable to sign in to apps like the Feedback Hub, are advised to restart the computer, and try signing in. If the Network icon is missing from the System Tray, open Task Manager and restart the Explorer's process. The signal strength indicators for Wi-Fi networks in the available networks list, does not reflect the correct signal strength. Right-clicking on the date and time on the primary monitor in a multi-monitor set up leads to Explorer crashing.

The Settings app may crash when you open System > Display > HDR. The Bluetooth & Devices page has a blank entry in it. The Redmond company says that some users are experiencing the error 0x8007012a, related to driver and firmware update failures in recent builds. A fix for this is yet to be announced, but the problem is being analyzed. The Spotlight Collection has a bug that may change your desktop background to a solid black color, this issue is expected to be addressed in the next build.

The Widgets button will not appear on the Taskbar, if you change the Taskbar's alignment. The Widgets board may appear blank, or not have the correct resolution, when you mouse over an entry on your secondary monitor. The app's content may get out of sync if you use it with multiple displays. The panel will not display the temperature, if you align the taskbar to the left.

A Microsoft MVP and contributor on reddit, reported that a new issue surfaced in Windows 11 Build 22518 that was released a week ago. MSTSC.exe, which is used for the Remote Desktop Session Host, displays an error that says Windows Defender Credential Guard does not allow using saved credentials. You will need to enter the password every time when accessing a computer remotely. The problem has been acknowledged by a Microsoft representative, who says that the company is investigating the bug.

Refer to the official release notes for additional information regarding the latest version. You may download the Windows 11 Insider Preview Build 22523 ISO from Microsoft's website. The ISOs are available for the global Dev Channel build, the one released in China, and the Enterprise Preview Build.

  2. Windows 10 Insider Preview Build has never updated

I want to add this for anyone in the future that may come across this post.

I followed the advice of @Ramhound and the links he provided in the comments and created a new VM in Azure from the downloaded image of Build 14295, which was the closest available ISO build. I followed all the steps to connect my MS account to the VM for insider preivew. I changed my insider preview settings to Fast track. I even used my MS account to sign into the VM.

I checked the registry settings as suggested by this article and ensured everything there was correct. Even after all this, I still did not receive the 14316 build.

I diligently checked my machine multiple times per day. I manually checked for updates. I restarted the machine several times. I changed my settings to developer mode. Even after following all these steps, I still did not receive the build.

Finally! Today, after a week of waiting, I logged into the VM, and the build was there. I do not believe any of this extra work I did helped....but I did learn some stuff from this, so it was not a complete waste of time. I think I would have received the build if I would have just left my VM as it was and kept waiting.

tldr - From my experience, I think the best advice is to just be patient and wait. If you have waited a significant amount of time (2 weeks), then maybe look into the other solutions.
