Windows 10: Windows 11: is it true I can't have toolbar on right side with small icon app links?

I currently have 10 Pro and created a folder on the start menu and have about 60 shortcut icons in a folder and have the start menu on the right side to give me an optimum amount of vertical space. Am I right in thinking that none of this is possible in Windows 11 ? I'm intrigued by the up-to-40% performance improvement but would be disappointed with the up-to-40% reduction in my optimal workspace and speed of reaching the apps I want to run next.

Cant find Toolbar in Internet explorer 11

I understand that the toolbar is missing in Internet explorer 11. We will help you.

• Are you facing this issue after any recent updates?
• Did you check in setting and try to check mark the command bar and check?

I suggest you to follow some steps below and check if it helps.

• Open Internet Explorer.
• Right click on top in empty space near the tabs
  and select Menu Bar and Command Bar and check if the issue is resolved.
