Windows 10: Windows 11 mouse settings revert to default after restart

So, new computer, freshish install of Win 11. In Control panel, change mouse pointer to different size, Apply, save, etc. Works fine. Shut down or restart and cursor is reverted to default. Interestingly, when going back into mouse settings after restart, the desired cursor IS already selected though not actively working. Click OK to close mouse properties window and the cursor changes to custom. SO the setting is remembered/saved but not active upon restart until you remind windows.

Custom Text Settings Reverting To Default.


Following clean install I set the 'Icons' text to size 11 and bold. This was fine all day yesterday and through a few shutdowns and restarts. Today and those settings have reverted to default, but not only that, the options to change them back again are greyed out as can be seen in the screen shot. Following a shutdown/reboot after first noticing this, and the options are available again but are as before set to the default '9' size text.

I also set the mouse pointer to large black and that to has reverted to default today.

And even after saving and being sure it is applied, when I turn off computer, [[not sleep or hibernate]] it will start with Windows default mouse settings NOT every time , But one time out of four. and this happens sometimes when I do RESTART

What's causing the mouse to reset. How to fix it??
