    I have windows 8.1 still because I refuse to give up my Samsung laptop After my laptop crashed due to no battery as it didn't warn me of it beforehand as it usually does, it usually isn't a problem to charge and then log back in and use the home page to click on the application tile I want to open again.This time none of the tiles I clicked on immediately opened up a program. For example, the chrome tile didn't do anything. So, I click on chrome on my taskbar to open it up, but then I get an error "Windows cannot access this path, file, folder.     4. Enter a username and password for the new user account and click "Create Account".

    Step 2: Add the user account to the local Administrators group
