Windows 10: Windows and Alt-key shortcut functions not working

Hey guys, I'm stumped over this problem for a while.So for the past 2 days, my left alt keys and my windows keys on my keyboard shortcut are not working. I have tried many fixes such changing lockup frame in regedit to 0 and restarting windows explorer and many many computer restarts. I have also tested my windows and alt keys are still functioning because it registered input when I checked it with on screen keyboard, I'll post the screenshot from the test for proof.The system I am running is an HP laptop Device name OMEN Processor IntelR CoreTM i5-10300H CPU @ 2.50GHz 2.50 GHz Installed

I suggest you to follow the steps below and check if it helps.

Step 1: You may check if the ALT key is functioning correctly in on-screen keyboard. It will help us to verify if there is any issue with the keyboard.

Follow the steps below to open On-screen Keyboard.

  Windows + Q, type OSK (on-screen keyboard)
  
• 
  And check if it works
  

Step 2: Run Hardware and device Troubleshooter.

Windows 10 has a built-in troubleshooter to check and fix issues with hardware and devices. I would suggest you to run this troubleshooter to check if the issue is with your devices. Refer these steps:

• 
  Press Windows key +X, select Control panel.
  
• 
  Change the view by option on the top right to Large icons.
  
• 
  Click on troubleshooting and click on the view all option on the left panel.
  
• 
  Run the Hardware and devices troubleshooter.

I suggest you to follow the steps below and check if it helps:

• Single Click on the file.
• Tap F2 ( Function Key).
• Then type the name and enter.

Keyboard shortcut Alt key not working

I have no use of my hands so must use a mouthstick. With the Windows 10 keyboard shortcuts the Alt key will not work in many instances but will in others even though it's listed as working in all. It's also all over the board app to app. What I've found:
Alt - F4 works as exit on most but not all apps, Alt - left and right for navigating forward and backward in any app do not, Alt - home doesn't work in any web browser, Alt - ctrl -del doesn't etc...

I have 2 computers with the same problems. A Dell Precision M4800 laptop and a Dell OptiPlex 990 desktop. Is it Dell related?

Any help would be appreciated,
