    Windows b1903 update, error 0xC1900101 - 0x20017

I am unable to upgrade a Windows 10 machine to the 1903 Feature Update, with the above error. The computer in question is an Acer Aspire 6500U All-in-One, with a Core i3-3110M CPU, 4GB RAM and a 500GB SSD, and war running build 1803. I have tried installing the 1903 update via Windows Update, and also manualaly via an ISO file and also by copying the installer file set to the hard drive and running setup.exe from there. All fail with the same result.

I have tried running sfc /scannow and dism, have tried clean boots first, and have tried uninstalling the WLAN and Bluetooth devices (though these cannot be disabled in BIOS). I have also installed the latest Servicing Stack update for the Windows build in place. All to no avail. The computer has the latest available BIOS (though that is from 2013).

After several failed attempts I decided to install build 1809 and that succeeded without issue. This suggests there is no issue with disk partitioning, for example.

Now, still, upgrading 1809 to 1903 always fails with the same error - it occurs consistently on the automatic reboot after installtion has reached 30%.

I have provided the Panther setuperr.log file here (and also have setupdialg.exe reports if needed), but cannot determine the underlying cause of the error. Can anyone please assist?

    Here is the setuperr.log content:
