Windows 10: Windows Backup system image error code 0x81000033

I had to rebuild my Windows 10 system drive. I downloaded the current Windows 10 install media, which is for release 21H1 x64, and installed it on a new SSD. It appears that the Backup (Windows 7) in the latest release will no longer backup, although it can restore from a previous backup. The backup seems to go through the effort of backing up all the files, then coughs up an error code 0x81000033 when it attempts to create a system recovery image. It's the system recovery image that's most important to me. I tried using File History when it was first offered years ago in an earlier Windows 10 release, but I found it unreliable. If your boot drive is hosed, your are i deep doodoo. You need a working Windows system to recover files from File History. How can I create a System Recovery Image in 21H1? If you have Windows 10 Pro, the Backup and Restore feature is only to recover a previous backup that you made if you upgraded to 10 from 7. You have to turn on File History to enable file backup in Windows 10 but that does not back up your system files. You need a system image solution like Macrium Reflect or Acronis True Image for that.
