Windows 10: windows boot up problems

I have been having a problem with my computer start up.

the icons and pinup will appear and disappear several times upon bootup. I posed this question before and was directed to a support team in India who reloaded windows but the problem still remains. The support person had my computer remotely controlled and said that they were going to reinstall windows again.

the problem stills remains.

Do you have a support team in India?

Windows 10 1709 System Restore problems...


That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.

Sabertooth 990fx won't boot to windows logo, it shuts down

to boot and enter bios and load windows, any todays PSU (with the correct plugs) will work, AFAIK

to enter BIOS only low wattage is used.
Then, during boot, the HDD and a bit later the videocard card start to demand juice, then the other devices and periphericals... so the total demand during boot up is incrementing step by step, that's why a failure halfway could indicate a PSU problem....
