Windows 10: Windows cannot access \\COMPUTER-A. You do not have permission to access \\COMPUTER-A

I have two computers COMPUTER-A and COMPUTER-B connected to a wireless network. Everytime I try to access COMPUTER-A from COMPUTER-B I get a network error "Windows cannot access \\COMPUTER-A. You do not have permission to access \\COMPUTER-A. Contact your network administrator to request access", but COMPUTER-A can COMPUTER-B.Both computers are visible within the network file explorer, but COMPUTER-A is not accesible.Both computers have network sharing and discovery enabled for both public and private networks, password protected sharing is disabled and 128-bit encryption is set.SMB 1.0/CIFS

I have a file i need to run on Windows 7 Home Premium. I get the error message saying "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

So I right click and choose Properties to access the permissions but I cannot. In the Security tab I get a message saying, " You do not have permission to view or edit this objects permission settings.".

Next I boot into the Windows 7 Hidden Administrator Mode - and even with this I get all the same error messages.

Please help me as I really need to run This file.

One computer cannot access other network computers.


So I've tried every troubleshooting step I know:

• Double checked that Net Bios was enabled
• Ran a bunch of network commands:
  • flushed DNS
  • registered dns
  • pinged and located the named computers successfully
• Reset my router to factory settings

Nothing works when I try to access via explorer. I'm still baffled by the fact that every other computer can access each other AND access this computer. It's just the outgoing connection from this machine that doesn't work.

Any thoughts?
