    I am running my Dell notebook with Windows 10 v1909 build 18363.535


    I have run the text of this alert in Chrome and followed the suggestions, even though the info is for Win 7. I have checked the permissions under properties, security and do not see my name under the list of user names. Under administrator, all permissions are ticked I am the sole user and administrator, under Users, only read & execute and read are ticked so I have clicked edit and given full control so now all boxes are ticked. I can supply images if needed.


    I have checked the file location which is correct and the file is on my system hard drive so is not removed or disabled. I have tried to run the .exe file with my security on and off.


    Background. I have recently installed cc cleaner and run both the clean and registry functions opting to accept all recommended solutions. I have backed up the files removed on each occasion. Could this have removed something essential? I have had a couple of versions of nitro installed over recent weeks and have uninstalled all previous versions. I have to admit this problem seems to have only happened since running cc cleaner but realise this could be a coincidence.


    I also have sandboxie installed but did not download or run the nitro installer in sandboxie.


    I would be very grateful for any assistance with sorting this out. If this post is in the wrong place, please let me know and I will move it.

    • Which application are you using to access photos? Is it an application that you download from the Microsoft Store?

    I understand that you receive an error, ‘'Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item’ when trying to access one particular file. I’ll certainly assist you with the issue.



    However, please let us know:



    • Are you trying to access the shortcut of the file?
    • Which anti-virus are you using on the computer?


    I would suggest you try running the application as an administrator and see if that helps. To do this, right click on the file and select
    Run as administrator.



    You may also want to refer the troubleshooting steps mentioned in the article
    "Windows cannot access the specified device, path, or
    file" error when you try to install, update or start a program or file




    Note: The above mentioned article is for Windows 7, however, holds good for Windows 10.




    Alternatively, you can also try enabling hidden admin account and check if you are able to access the file in hidden admin account.



    Refer the steps mentioned below:



    1. Type command prompt in the search bar on the
      Taskbar.
    2. Right click on the command prompt icon and select
      Run as administrator.
    3. Type in the following commands one by one and hit
      Enter
      :

      net user administrator /active:yes
    4. After enabling the hidden admin, try accessing the file.


    Note: Make sure to disable hidden admin by using the command
    net user administrator /active:no after performing the troubleshooting steps.
