Windows 10: Windows could not connect to the System Event Notification Service service.

So i was installing a software, then the installer was stuck at "finishing" so I restarted the laptop, then I tried to log in but it kept going to "Windows could not connect to the System Event Notification Service service". I searched for other solutions but all of them had to have logged in their accounts and have access to the Windows menu or Start menu which I can't. I tried shift + restarting, and doing troubleshoot, command prompt and doing the netsh winsock reset. And I still couldn't get in. I'm really lost and I have a project coming up soon and my editor and all my files are in my laptop so I really need help fixing this

• Since when are you facing this issue?
• Did you make any recent changes prior to this issue?

I request you to try the methods below:

Method 1:

Restart the System Event Notification Service and check if this helps.

• Press Windows logo + R on the keyboard.
• Type services.msc and press Enter.
• If prompted, click on Continue in the UAC prompt, or provide the administrator password to approve.
  
• Right click on the service you want to restart.

Method 2:

System Event Notification Service

I'm running Windows 7. Whenever I power up my laptop, the following message pops up on the home screen: "Windows could not connect to the System Event Notification Service service. This problem prevents standard users from logging on to the system. As
an administrative user, you can review the System Event Log for detail about why the service didn't respond."

This message just started showing up about a week ago. I have no idea what this notification service is or where the System Event Log is. I simply close out this message & go on about my business. Can anyone help me with this?
