    Windows defender isn't working


    Hello,about a week and a half ago, i had a qqkk virus ransomeware, it encryted all my files so i deleted them all and factory reset my computer twice, i noticed that my windows defender is down so i wanted to turn it on. real time protection and all the other security setting are down, i can't turn them back on and everytime i open windows security it gives me an empty page. It said that only an administrator can access my security setting but my account is an administrator account, i triple checked it a thousand times.i don't have any third party anti-virus programs. i tried opening securit
