Windows 10: Windows defender

My Windows Defender is not working properly and I don't know how to fix it. As you can see in the picture, I am missing the Virus & Threat option which allows me to scan my pc. I have tried to reinstall Windows because I could not figure out how to fix it. After reinstalling Windows, it was initially there. I ran a scan and after the scan was complete, the option disappeared. When I go to the "Type here to search" bar on the taskbar and type "Virus & Threat" it pops up and gives me this message. I don't know what to do. I have absolutely no other virus protections on my computer and never have. This is becoming remarkably frustrating.

One of the solutions I saw online was to try to create a new user and try to access it that way. I also cannot do this. When I go to create a new user, it allows me to type a password in for the account but then does absolutely nothing. No account is actually created. I'm not sure what the issues are here but it would be mighty fantastic if they could be resolved.

Windows Defender problem

To troubleshoot this issue, we suggest that you check the Windows Defender service if it's running. If you are using a third party spyware/malware program, it may disable the Windows Defender service. To do this, please follow the steps below:

• Press Windows + R key.
• Type services.msc.
• Right-click Windows Defender service and click
  Start.

Windows update and windows defender issues

We suggest you to avoid installing any cleaner or anti-virus software that may interrupt the function of Windows Defender. Make sure that Windows Defender is always on. To do this follow these steps:

• On the Start menu, type Windows Defender and hit enter.
  
• Click Settings.
  
• Turn Real-time protection on.

We also recommend you to install the latest update for Windows Defender.
