Windows 10: Windows GUI or Design

Guys i have a question we have an incoming event which is Halloween i would like to put some design on my desktop not on screen saver also not on the Display what i want is to put some gif above all application like bats for example while using facebook some bats will appear on the screen or like watching movies and from time to time bats will appear like that is there a way to do that.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
