Windows 10: Windows hangs on shutdown/restart

I just built a new PC. Upgraded my Windows license because my free upgrade to Windows 10 was from a Windows 7 OEM, Installed the mobo drivers (as best I could, see below), installed GPU drivers, etc.


Issues:

1) Whenever I try and shut down, the system hangs on the blue screen which says "Shutting down...." I have to press down the power button to completely shut down. I've gone as long as 2 hours waiting for the PC to shut down. According to Event Viewer, I'm seeing an EventLog 6006 event (meaning normal shutdown), but Kernel-Power does indicate I'm cutting the power abnormally.


2) Same for restart, the system hangs on the blue screen which says "Restarting...." Same events: 6006 followed by 6005.


3) Because I can't restart normally, some of my motherboard drivers, my water cooling driver, etc, are unable to finish installing, it seems.


4) I also seem to have apps like Device Management hang whenever I try and enable/update/disable drivers from that app.


5) I've had apps hang for System Backup, my USB ports seem to be spotty in re: to whether they're recognized (they are definitely powered though), so I'm a bit nervous about the potential for a clean install.


6) I've tried booting from a clean boot, and the problems persist, mainly because I can't restart properly when I try and clean boot.


I disabled Fast Startup, and other normal solutions, I can't seem to figure it out. System seems to work fine unless actually updating a driver/doing system processes like backup. Is there something I should be looking for in particular in EventViewer?

windows xp sp2 will not shutdown or restart

i guess nobody has had this problem or knows what to do lol. crap i'm screwed, just reinstalled windows and not only does it hang during shutdown from desktop, it hangs during the restarts while it's installing windows. somebody please help me

No, that's rocket science. I'm posting with 10 already, so the problem was solved two days ago...Thank you.

The Windows 7 shutdown screen simply decided to hang and I finally did a hard shutdown and started it up again, after which it was painless.

If your HP Pavilion has a fingerprint reader, you need to disable it. In my case fingerprint reader and system service for this device caused Windows 10 to hang on shutdown or restart (Blue screen with “Restarting” or “Shutting down” message and dots
circling around. After some time dots freeze and system hangs). I assume you have the same problem with Windows 10 and HP Pavilion.



To fix this issue after installing Windows 10 go to:

• 
  Computer Management > Device Manager
  

Find "Biometric devices" and disable "Validity Sensors (WBF) ....."

• 
  Computer Management > Services and Applications > Services
  

Find "Validity WBF Policy Service", disable this service and change "Startup type" in properties to "Disabled".



For the first time after this change system can hang up again. Turn off the computer (power switch) and turn on again. Now Windows should restart and shutdown properly.
