Windows 10: Windows Hello Pin Loop

I've recently updated my HP Laptop to Windows 10 after they stopped supporting Windows 7. When I logged in after the install it told me to set up a pin. I tried to do that, putting in a pin and then confirming it. It thinks for a minute and then brings me right back to the create a pin screen. It will not let me out of that screen and I end up either killing the task using Task Manager or just shutting it off if that doesn't work. I've tried deleting the NFG folder successfully to no avail and I've scanned the windows files looking for corrupted files. None of that works. I can usually just log in using my Windows password and that works fine, but, every once in a while it will bring up the create a pin page. One other thing I noticed, when I go to shut down the computer the Windows Hello program is still running and I have to override it to shut down. I would like to either use a pin or my fingerprint to log in. The fingerprint reader works inside of Windows to load websites that are still connected from Windows 7. I hate to do a clean install of Windows because I have programs installed that I would have to retrieve the install disks from storage that is shut down during Covid 19. Note also, I have refreshed the Windows 10 install and nothing changed.


Any help would be greatly appreciated.

Thank you for the information you have provided. Since you have created a PIN before, we are going to reset your Windows 10 PIN. Kindly follow the steps below:

• Open Settings > Accounts > Sign-in options
• Click on I forgot my PIN.
• You'll get a warning that you'll need to log in from scratch to access games, social networking, and more. Click on
  Continue.
• Enter your Microsoft account password and then set up the new PIN.

Windows Hello - PIN Loop

When I click onI forgot my Pin it It then says that I can reset my PIN by going to Settings >Accounts>Sign-in Options.

I am already there. It won't allow me to reset.
