Windows 10: Windows hello pin not setting up properly

I’ve been trying to log into the Xbox app on my dads computer but it asks for a windows hello pin. I go to create a pin and type in a pin code but when i click ok the loading wheel appears and keeps being there until my screen goes black from inactivity, when i move my mouse to turn on the screen again its gone and the PIN code that i tried setting up doesnt work. I’ve tried doing it multiple times, restarting my computer and trying on different days. This is really stressing me out so i would really appreciate some help : I also am not able to log into my Xbox account on his computer without

Windows Hello and PIN settings not functioning properly.

Yes, I updated and also completely reinstalled the drivers, of both Windows Hello and Tobii Eyetracking.

After creating a test admin profile, I attempted to set up Windows Hello and a PIN. I created a PIN without and issue but when trying to set up Windows Hello I got the same issue. With a few new interesting additions.

Upon clicking the Set Up option for Windows Hello, I got prompted to enter the Test Admins PIN, that worked, however the "Welcome to Windows Hello" prompt has a get started button, clicking that brings up the PIN box, after entering it in the box closes
and the Welcome windows stays open but the Getting Started button is gone, and a windows "Critical Stop ot Critical Battery Alarm" sounds. Entering the incorrect PIN does what it is supposed to. No sound effect and no buttons disappearing.

Setting up Wondows Hello without a PIN set has the same issue I have on my main profile. "Sorry, something went wrong. Couldn't turn on the camera. Make sure it's working properly."

I will keep this Test Admin profile in the meantime in case I need it later.
