Windows 10: Windows Hello

My computer had 2 accounts somehow and I do not remember creating the second one and it was called administrator. I wanted to delete it but it didn't let me delete the other one so I deleted my own and setup on the other account. When I switched to it I realised windows hello was not available which was an option I had on my previous account. It said Windows Hello is currently unavailable and I can't find any fixes to it. Most of the methods I found mostly used gpedit.msc which I realised was something only accessible to windows 10 pro users and I use windows home. I know it is not a big deal to not use windows hello but I would greatly appreciated if someone can help me fix it. I also tried to create another account because it worked for me outside of this account before. When I tried to add a user in settings, it would lead me to control panel lead me back to settings again because it said this snap in is not available for my edition of windows 10. I feel like this account is worse than my previous account and I am not able to do as much as the other account including simply being able to access windows hello. By the way my webcam is a 4k logitech brio which is certified for windows hello and all the drivers are up to date.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

To resolve this camera issue for your Windows Hello, we suggest that you run Hardware and Device troubleshooter. Refer to the following steps:

• Click on 'search' and select 'settings' and type 'Troubleshooting' and select 'Troubleshooting'
• Click on 'Hardware and Sound' and select 'Hardware and 'Devices' and click on next to run the troubleshooter.
