Windows 10: Windows insider build ran into a problem after updating to KB4490481

This error green screen happens after updating to KB4490481, and it happens every time I am trying to login to my desktop. This means after this update, I cannot open my laptop anymore, because whenever I enter my Microsoft account password to login, I got this green screen says your windows insider build ran into a problem and needs to restart. I tried to use WinRE to uninstall the update, it didn't work. I tried to startup in safe mode, same problem happened that it ran into the problem and restarted when I tried to login to my desktop. The only thing I can do is to reset my pc, but after resetting the pc, the system is trying to update again. It got me once, so I have to pause the update right now. Any solutions for that? Will there be any hotfix so that I can update to a working one and skip the problematic one?
