Windows 10: Windows insider preview install goes to 20%, jumps to 100% and restarts on 10% in a loop

The windows update service downloads the files no problem as i can find them in C:\windows, but it seems it is having a BAD time installing windows insiders preview 20H2.

Ive tried using the troubleshooter to no avail.

Ive tried going to services and stopping windows update, erasing the Catroot2 and Software distribution folders.

Ive done the same (stopping windows update) via CMD, stopping wuauserc, bits, cryptSvc and MSIserver, erasing both sofdist folder and catroot2.

Windows update seems to download the files again, and just get stuck again in the installation in a loop, starting at 0%, slowly climbing all the way to 20% and then jumps to 100%, stays there a couple of minutes and then restarts the installation in 10%, and climbing all the way again to 20% and jumping back to 100%.

Ive tried for 2 days already everything i can think of, and nothing seems to work.

Also, one of the times i tried fixing this, i renamed software distribution to software distribution.old and now the file doesnt delete, i right click on it, i press delete, its asks me if i really want to delete it, and then just does nothing, not even a progress bar comes or an error message.

I tried taking the .cab files the windows update downloaded in the software distribution folder, and tried installing it via CMD but it just gets stuck and not even a progress bar shows up.

Im theorizing maybe windows update is not downloading the file correctly? The download lasts almost nothing, its 300MB and my internet isnt that good. Im talking the download lasts like 1-2 minutes. The file DOES say 300MB, i can get inside it in winrar and everything seems fine but then again, i dont know much about this stuff

Lastly, Windows update downloads 2 KB files (aka. cumulatives), the have different numbers in them, maybe its a problem with that?

Also, my laptop seems to be SLOW AS HELL when windows update is running, and seeing it is stuck in a loop, my laptop is basically rendered useless for the time i dont fix the problem. At the moment I stopped the updates altogether for 7 days and waiting for the next update. but until then is there anything i could do?

starting Windows Update the download is OK until 100%, then
it begin to update normally until 20%, then jump to 44% and then to 100%,
it restart to download until 10%,
then restart to update at 20% + 44% + 100%,
again again again ...

in continuous looping between installing and downloading without end

Windows 10 Insider Preview 17692.1000 will not install

Exactly what is going on.

Outside I can see, inside the machine, I do not have a clue!!!

I select to updates to Windows 10 in the fast mode.

Windows 10 Insider Preview 17698 comes up.

3. Installing (here is where it goes awry) starts and the some where along the line, ofter about 70 some part of the installing process, IT JUST JUMPS BACK TO THE BEGINNING - meaning step 1, and then starts over.

Can't install windows 10 insider preview

When i upgraded from windows 8.1 pro x64,
the same thing happened (BOOT LOOP)

I tried:

-Updating from Windows 8.1 Pro x64 (9879) TO 10 Technical Preview (9926):
WORKED

-Updating from Windows 10 TP (9926) TO 10 Insider Preview (10049, 10074, 10136, and 10147):
BOOT LOOP (after first restart while installing)

-Updating from Windows 8.1 Pro x64 (9879)
TO Windows 10 IP (10147): BOOT LOOP (after first restart while installing)

-Fresh install Windows 10 IP (10049 and 10147) by making a bootable SD Card: BOOT LOOP (after first restart while installing)

-Fresh install Windows 10 IP (10147) INSIDE VIRTUALBOX IN LINUX MINT 17.2 MATE: Enters windows setup wizard, reaches "Please Wait" (after selecting Express
settings) and, pop! RESTARTING, again again again and again...
