Windows 10: Windows Lagging Apps Crashing Videos Hanging SSD Not Sufficient

So I feel windows is slow because to the fact that my PC has a very good SSD(860 EVO 1TB wich where is windows installed on) and another 850 EVO 250GB SSD all in addition to a 2TB HDD
but still not smooth as it should be...for example: it took much more when i click on any file or app that it's expected...and recently i'm having an annoying problem...videos are hanging(i'm not sure that i use the right word)...it is not smooth at all.... However I have no issues watching videos on chrome browser(since I only use chrome for browsing)...even in games gpu usage drops so much so frequently...therefore fps drops too...it's a crap playing experience.
I noticed too in task manager that SSD is not performing well at all.. see pictures below

even last bios time is completely insane...i mean where the heck is this 300sec came from
apps like Photo app crashing a lot too.
I don't know if upgrading windows 10 to the latest version has make things creepier because I hadn't has a video problems before.
I think it is worth to mention that I had 3 days ago a BSOD...when Who Crashed App analyzed it told that the Crash may occur because due to an Eset Nod32 Antivirus software issue...but I thought that it may crashed due to not updating to the latest graphics driver so I performed a clean install for my graphics driver...and so far there is no any BSOD.

Video and audio lagging on Windows 10

I have tried every step that you suggested with no good results. I have a TOSHIBA SATELLITE L675D-S7049..

The exact problem is the video and the sound lags and makes a buzzing sound . it does it on all videos and sound. even on iTUNES

 

all games crash!

I suggest you run rthdribl > http://www.daionet.gr.jp/~masa/archives/rthdribl_1_2.zip
Increase the window size step by step and watch your vga temps permanently.
What happens?
If it crashes, run at stock speeds as suggested before and retry.

P.S.: When your system locks, does the display signal turn off after a time?
Stuttering sound or no sound at all when freezing?
What X1800XT model do you own exactly?

 

HD 2600XT Hangs and Crashes

I can probably play cod4 or any other game really for about 45-60 minutes before my system hangs and my card crashes and my screen goes blank, i know its only my card because my system doesnt restart, my card fan stops running on full from its riva override, and soon thereafter my screen comes back on in 800x600 and i cant access the card's drivers to change the res or anything, so when it hangs and crashes i just resort to manually restarting.

one thing i think i could try is to bite the bit and install the latest drivers, i've been holding off on that.

but if there's anything else anyone can think of, or if someone has had the same problem as me. go for it and give me some suggestions.

in before buy the 4870. (already on my wish list)
