Windows 10: Windows lock screen picture won't change

I have seen a lot of answers to this question and the only answer is what I list below. If you want to change the pictures that are shown by Microsoft and have your own picture shown on startup on the lock screen then you are going to have to alter some folders and delete Microsoft's pictures and replace them with yours. If you like the Microsoft pictures then you can back them up. The first folder you need to visit is where the assets are stored and delete them. If the folder is empty then that is good - if not then delete everything that is in there. Let's begin.1. Use t

Lock Screen keeps changing

Thank you for writing to Microsoft Community Forums.

Windows Spotlight picks the photos from Bing and displays them in the lock screen. I understand that you have set a picture and it is getting changed automatically.

I suggest you to follow the steps to select the Picture that you want to be displayed on the lock screen. Please follow the steps mentioned below to set a Picture to lock screen:

1. Press and hold Windows + I key on the keyboard to open settings.
   
2. Click on Personalization.
   
3. Click on Lock screen.
   
4. Click on the drop down under Background and select
   Picture.
   
5. Click on Browse and select the picture that you want to set.

Lock screen picture doesn't change anymore

My lock screen picture does not change anymore. Many others have this problem as well (Google search). A variety of fixes are suggested but most seem to involve messing with folder contents and even changing Registry entries. I am not comfortable with that.

Online, the simplest suggested fix I have found is:

1. In Personalization->Lock Screen settings change Background to Picture.
2. Delete everything from folder
   
   C:\Users\<USERNAME>\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_<somecharacters>\Settings
3. In Personalization->Lock Screen settings change Background back to Windows Spotlight

First, if this is a consistent problem for so many, is Microsoft working on a fix?

Second, is the above solution safe to try?

I'd prefer it if someone from Microsoft Tech Support would weigh in on this.

Changing Lock Screen Picture in Windows 10 Home

I am trying to change my lock screen picture on my laptop running Windows 10 Home. I go into the settings and it allows me to change the lock screen picture. However, when I test it by locking the computer my older lock screen picture still shows up,
not the lock screen picture I wanted to change it to. Is there a step I am missing to change my lock screen picture?
