Windows 10: Windows/Nvidia shenanigans

I've got this extremely irritating issue with windows 10 2004 x64 (build 191206-1406) that every time I restart my computer be it with fast start and or cold start that the nvidia control panel will not load (also disappears from right click drop down menu.) Funny thing is that the driver is still installed (has not changed/no windows update retardness) and is "fully working" as in the display is acting normal and games will load and play just fine. It is really starting to really make me mad. So far I have not been able to find anything on it. Reinstalling the driver via device manager seems to make it work normally. Sadly I am stuck with a GTX 260 for the time being as my "still crappy but better driver support" GTX 550ti up and buggerd up on me. So sadly being this is the tesla arch I am stuck with the 342.01 driver release from 2016 "21.21.12.4201" meaning no updates for me. Any help would be awesome. Also there is nothing in the windows logs about any issues with the display drivers or any software associated with it. Sorry if I drug this out too long for you guys.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
