Windows 10: Windows os resource consumption

In case of devices with different RAM 4/8/12/16GB and all the other hardware and software as same. How is the resource consumption determined by windows OS while the device is running only the background services and no application is open?

I would suggest you to Run Maintenance task

The Run maintenance task checks issues that might slow down your computer's, such as how many users are currently logged on to the computer and whether multiple programs are running at the same time.

Follow the below steps.

• 
  Press Windows + X on the keyboard.
  
• 
  Select Control Panel.
  
• 
  Select Troubleshooting.
  
• 
  Click on Run maintenance task under
  System and Security.

Let’s try to follow these steps, mentioned below, to open Resource Monitor:

• 
  Type Resource Monitor on the search bar on the desktop.
  
• 
  Click on Resource Monitor option on the displayed list.
  
• 
  Click on Network option on the
  Resource Monitor Window.
  
• 
  Check out the Processes with Network Activity
  option under Network Tab and check, if it works.
