Windows 10: Windows Security Automatic Sample Submission

Discus and support Windows Security Automatic Sample Submission in AntiVirus, Firewalls and System Security to solve the problem; Even though I am logged in as Admin, I can't enable automatic sample submission.     Even though I am logged in as Admin, I can't enable automatic sample submission. It says that it is managed by your administrator!

    Well, you could turn it on. When enabled Defender can 'block at first sight' new unknown viruses.

    Enable Windows Defender Block at First Sight in Windows 10

    But if that is not to your taste, the try clicking the 'Dismiss' in Defender's Windows Security app rather than on the notification. Usually a dismiss from within the app is permanent. If you don't see a 'dismiss' there, turn on automatic sample submission then turn it off again.

    Countless times I get this security notification

    And countless times I choose "Dismiss".

    How can I stop this notification, short of "Turn on" automatic sample submission?
