Windows 10: Windows Settings not functioning

I am unable to use Windows Settings. Whenever I try to open any applet within Settings, it stays on the home screen, and doesn't do anything. On the home screen, there is nothing present except a search bar, and the menu bar as shown below:

I've tried doing an SFC scan, a DISM scan, and a repair upgrade using the Windows 10 iso. I am running version 18895 of the Windows Insider Fast Ring. Can anyone help me out?

That's what the auto setting will do since you're over the 1333 mark it jumps to the next step which isn't listed or officially supported I assume by that ram.

At this point though I would suggest dropping the multi one step or .5 so that we can get something stable and possibly take the heat issue out of the picture for now.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
