Windows 10: Windows setup stuck in a loop after factory reset

I tried to reinstall windows (both keeping my files and when that didn't work a wipe of all files). Now my computer keeps coming to language set up, I do all that and hit next, then it says
"Why did my Pc restart?
There's a problem that's keeping us from getting your pc ready to use, but we think an update will help get things working again. Here's how to get the update
1. Make sure pc is plugged in
2. If this pc uses wifi select next to connect to wifi network
3. If this pc does not use wifi insert a network cable to connect to a wired network. 4.once you're connected select next and the update will install."

I have connected to my wifi and now it keeps loading saying just a moment, and it will go for a while then bring me back to language set up in a loop. I'm at a loss for how to fix it now. I have no USB flash drive or rewriteable disk so that's out of the question for now.

Stuck on a reset loop after factory reset

I factory reset my hp envy because i was selling it and it was doing the automatic update but was closed at 64% so it didnt finish but now it is stuck in a loop where the hp logo will show for a while then itll go to yhe update screen showing the 64% then
the screen goes black and starts the process over. I believe it was downloading the windows 10 update. Any ideas?

So the Factory reset has been stuck at 2% for the last 8 hours.

Since you can't get past the boot loop, try to access Windows Recovery Environment and do a Startup repair by following the steps below:

• Press and hold the power button to turn off the device (If PC still stuck in the loop).
  
• Once turned off, power on the device. Once you see the manufacturer logo, press and hold the power button to turn it off again.
• Do this process three times then power on the device again to boot to
  Windows Recovery Environment.

In Windows Recovery Environment, usually you will see options like Continue, Troubleshoot, Use a Device.


In this case, please choose Troubleshoot > Advanced Options > Startup Repair.
This will allow you to fix certain system problems that might prevent Windows from booting successfully.
