Windows 10: Windows Store issues

I have been having issues with the eBay app as it kept having Network (EX) failures and the advice was to deinstall/reinstall

Now I cannot get it to reinstall as it run through then gives the error 800cf397 and that is as far as I can go, repeated attempts always come up with this error. Now when I try to install any other app I get the same error.

I have searched around the net but there doesn't seem to be any definitive answer to this problem

Any suggestions?

I would suggest you to try booting the computer in clean boot state and check if you are able to download the app.
Placing your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to follow the steps from the article mentioned below to perform a Clean Boot.

Disclaimer: Once you are done with the troubleshooting, perform the steps in "How to reset the computer to start as usual after troubleshooting with clean boot" to reset computer as usual.


If that doesn't help, try re-registering Windows store app by following the steps below:

1. Type Windows powershell in the search box.

2. Right click on Windows powershell and run it as administrator

3. Paste the following command and press enter:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML

Method 1: Run
the Windows store app troubleshooter.

• Type troubleshooting in the search bar.
• Select Troubleshooting.
• Select View all on the top left corner.
• Click on Windows Store app.
• Follow the on-screen instructions.

Method 2:Reset Windows Store.

• Press Windows key + R key
  to open Run
• Type wsreset.exe and press Enter.

Read all posts from #83, this is a known problem if you use build 10586, the Powershell commands will delete folders..
