Windows 10: Windows Store not downloading Xbox App Code: 0x80004005

I am at college so I have no access to restart the router, however I have tried everything short of a Repair Upgrade. I unistalled the Xbox app as it would not let me sign in and reinstall it as last time I had this issue that worked. Now the store and the internet will not let me install it. I get the error code: 0x80004005. I have no idea what else to do.
