Windows 10: Windows Store Won't Work on Windows 10 Version 1607

So I wanted to try out Forza Motorsport 6: Apex, but It's not downloading. All the time it just gets stuck at some point of downloading the game, and currently its stuck at Downloading 21.62 GB of 21.62 GB. I selected a drive with 120GB of storage available, so it should have enough space for download, but it doesn't work. I also have Metered Connection enabled because I have metered connection and I don't want to download updates. Is there a way of downloading apps from Windows Store with metered connection?

The updates installed were, on 22 March: Adobe Flash Player for Windows 10 Version 1607; Cumulative Update for Windows 10 Version 1607; and Update for Windows Version 1607.

If the driver is enabled, the camera works in other programs such as the Windows default camera app, but it makes Skype restart the computer.

If the driver is disabled, then the camera won't work anywhere but the computer won't restart.

I tried troubleshooting the hardware and devices but no success.

Have you even tried Windows 10 version 1607? or Windows 10 Pro versioin 1607? There is no way that the browse button even works on lock screen personalization on Windows 10 home 1607. And I won't bother to try Windows 10 Pro 1607 until I have read an answer
which other users confirm works.
