Windows 10: Windows update 1809->1903 or 1909 -- 0xc1900223

All the computers in our domain show this problem. When trying to update them, they stop at about 40% with error message0xc1900223


I've tried using our package distribution system so as to use setup.exe, but that solution is too finicky for full-scaledeployment. Going past all the systems with a USB stick is not an acceptable solution. The problem exists both when trying to update when laptops are connected to our own network, when systems are connected to an external network with VPN either disabled or enabled.

We need a workable solution that does not involve going past every laptop with a USB stick. What is the cause of this illustrious error?

Windows 10 1903 1909 repeated failure to update

Well would't you know it. I did everything, every step, all the suggestions, months of failed downloads and was going to wipe everything tomorrow and start again, but remembered I hadn't tried your suggestion of updating to 1809 before 1903/09, and blow
me down, but it's updated to 1809 with ease!

I have yet to dare to try and get it to update to 1909 but it's the 1st progress in months, so thanks.
