Windows 10: Windows update 1903 second boot issue

I have been attempting to update my PC from 1803 RS4 to 1903. I have updated every driver I can find on my AMD and GIGABYTE download pages.


I have a GA-AX370 Gaming 5 with AMD Ryzen 7 1700 CPU and 16 BG RAM. I have an NVME SSD boot (C drive. My data drive (D is a 1 TB RAID 1.


Whenever the second boot takes place everything stops with the Windows LOG + the running dots but no disk activity. I have let this run for 3 hours the first time I did the update. I have tried the update using Windows update, with a clean boot using an ISO file on my D: Drive and on my NAS drive. All do the same thing. I can recover by re-booting a couple of times.


However, if I do a "soft" reset (NOT a power cycle) I see that my boot drive is no longer listed. I have to do a power cycle to get it back. Windows shows "Attempting..." (it's too quick to read but I assume it says to recover) but I still get the same Windows LOGO show and no disk activity. If I do another soft reset and check BIOS the boot drive is gone again.


I do a power cycle the boot drive comes back and Windows picks up again with "Undoing changes to your computer" and when it is done everything is back where I started.


I get an error message telling me "Second boot phase with error during boot operation" and the error code is "0xC1900101-0X40017"


I have run SFC, DISM, ChkDsk multiple times and non of them find any issues. I have done the "Windows Update Troubleshooter" and let it "fix" any issues such as a "corrupt update database".


The "Repair Update" does the same thing as above.


Somehow the second boot is causing the boot drive to change.


Any help would be greatly appreciated. I have exhausted my 21 year in IT working with Windows servers.

As far as Wifi any chance it is Qualcom inside USB adapter, if Qualcom then yes known issue.


I might create another user (Local) and when if try again see if this issue occurs on both users.

Would also suggest you run the first 5 steps in this tutorial to see if you have any corruption with current build.

I was having a slow boot issue on my Windows 7 install a little while back. It would take about 30 - 40 extra seconds to boot up for whatever reason.

I would try following these steps, while this didn't solve my issue, it did increase Read/Write to where it should be.

In the end, I had to reinstall my Windows 7 entirely to fix the booting issue. It was taking around 35 seconds to boot, and after the fresh install it takes about 7 seconds to boot.

Still can't reproduce. Could you please post the exact BIOSes that produce the issue?
